The LaSalle Parish School Board met in Regular Session on the above date with the following members present:

The meeting was called to order and led with prayer by Mr. Bethard. The Pledge of Allegiance was led by Mr. Bethard.
On a motion by Mr. Fryar, seconded by Mr. Pendarvis the Board voted to approve the minutes of the Regular Meeting held July 7, 2014 as reproduced and distributed.
On a motion by Mrs. McCartney, seconded by Mrs. Book the Board voted to appoint Johnny Fryar as the permanent replacement Board Member for Ward II to fill the unexpired term of Howard McCarty.
On a motion by Mrs. McCartney, seconded by Mr. Pendarvis the Board voted to employ Deborah Mayo, as Principal of Nebo Elementary School (replacing Greg Jones) effective July 31, 2014 with a two-year contract, as recommended by the Superintendent. Two “NO” votes submitted by Mrs. Virgie Wilson, Ward IV and Dr. Walter Creel, Ward VII. Mrs. Wilson and Dr. Creel sited reservations due to the Board’s past history and its’ reluctance to employ retired personnel due to the fiscal expense versus grooming less experienced personnel.
On a motion by Mr. Pendarvis, seconded by Mrs. McCartney the Board voted to receive the personnel report, as recommended by the Superintendent.

On a motion by Mrs. Wilson, seconded by Mrs. McCartney the Board voted to approve as School Board Policy Act #570, House Bill #1277 relative to tenure and the removal of teachers.
On a motion by Mr. Worthington, seconded by Mrs. Wilson the Board voted to approve out-of-state travel for Debbie McCartney, Homeless Liaison, to attend the National Annual Homeless Conference in Kansas, MO during the dates of October 25 - 28, 2014, with expenses to be paid through the Homeless Grant.
On a motion by Mrs. McCartney, seconded by Dr. Creel the Board voted to accept the catastrophic insurance proposal submitted by Zurich for the 2014-2015 school year, as recommended by the Finance Committee.
On a motion by Mr. Worthington, seconded by Mrs. Book the Board voted to accept the field trip insurance proposal and the Voluntary Only Student Insurance proposal submitted by Security Life Insurance for the 2014-2015 school year, as recommended by the Finance Committee.
On a motion by Mr. Fryar, seconded by Dr. Creel the Board voted to accept the fiscal agent bid submitted by Southern Heritage Bank for the 2014-2015 school year, as recommended by the Finance Committee.
On a motion by Dr. Creel, seconded by Mr. Pendarvis the Board voted to grant permission for Theophilus Oil, Gas & Land Service, LLC to assign an undivided interest (27.5% - LaSalle Parish School Board) covering State Agency Lease No. 21264 to CABA, LLC, in accordance with the terms of said lease, as recommended by the Finance Committee.
On a motion by Mrs. McCartney, seconded by Mrs. Wilson the Board voted to approve the Interagency Agreement with Christus St. Francis Cabrini Hospital effective with the amended date of June 15, 2014 through June 14, 2015.
On a motion by Mr. Worthington, seconded by Dr. Creel the Board voted to postpone the September meeting from Monday, September 1 to Monday, September 8 due to Labor Day.
On a motion by Mr. Fryar, seconded by Mrs. Book the Board voted to call a Special Board Meeting on Monday, September 8, 2014 at 5:30 p.m. for the purpose of conducting a Budget Hearing.
Closing comments were presented at this time due to the scheduled Executive Session and the remarks included appreciation to those in attendance, including Sammy Franklin, representing the news media and Walter Dorroh, Board Attorney, best wishes for a successful school year, gratitude for the dedication and hard work by the LPSB administration staff, teaching staff and support personnel in preparation of the new school year.
On a motion by Mr. Anderson, seconded by Mr. Fryar the Board voted to enter into Executive Session for the purpose of discussing personnel.
On a motion by Mr. Fryar, seconded by Mrs. Book the Board voted to return to Regular Session with no action having been taken.
On a motion by Mr. Worthington, seconded by Dr. Creel the Board voted to adjourn.
The meeting was closed with prayer by Mr. Bethard.
